Flowers at moorings

A citizen of an English town decided to memorize his parents in his own way. He has organized a flower oasis near the quay, where he used to moor his boat, during five years. However the man-made garden has unexpectedly become an obstacle for other boats and pedestrians. But the management is trying to find compromise with a talented gardener. He is asked to reduce the section of the garden, but the Englishman is being confused, why the problem arose after so many years, and wonders how such beautiful flowers, raised with so much care, might be an obstacle.
